Harlowe is one of Borderlands 4‘s best characters, boasting an easy-to-play fighting style and plenty of versatility through her skills, but only if you build her right.
Sure, Borderlands 4 may be a chaotic looter-shooter where anything is on the table, but there’s still an element of skill about it. Players have a choice of four different characters: Amon, Vex, Rafa, and, of course, Harlowe.
Harlowe is easily one of the strongest choices, with the capability to dominate hordes of enemies using her AoE, control, and healing skills. However, she’s only powerful with the right build, weapon, and skill investments. Luckily for you, we’ve got that right here.
Best Harlowe build
The best build for Harlowe focuses on radiation and status effect damage, essentially making her a walking nuke, especially with her gadget. She’s easy to use, super strong, and has plenty of damage over time, so you’re free to move around and keep safe.
- Best skills: Cyclotron, Elementary, Enriched, Poisoned Sun, Dirty Bomb, Wasted, Neutron Decay
- Best Action Skill for solo: Chroma Accelerator
- Best Action Skill for co-op: Flux Generator
- Capstone: Demon Core
- Weapon type: Radiation
Best skills to choose
Solo
Action Skill: Chroma Accelerator
The best Action Skill you’ll want to focus on is Chroma Accelerator. When used, this will fire an unstable energy pocket that passes through enemies and deals Cryo Damage. If you press your Action Skill, it’ll cause the pocket to explode, dealing heavy radiation damage.
This essentially acts as a mini nuke and is easily the best move to use when playing solo.

Co-op
Action Skill: Flux Generator
If you’re playing with friends, the Flux Generator is the best Action Skill you should opt for. It allows you to throw a Flux Generator to project an Energy Field and deal Cryo Damage over time while entangling enemies. During this, Allies inside that Energy Field gain Overshield.
So, not only will you be controlling the battlefield, but you’ll also be dealing insane damage and protecting your allies. Sounds like a win-win to me.

Playing Harlowe in co-op is a lot like playing her as a solo player, except you’re buffing your teammates as you fight. It’s got all the increased fire rate, gun damage, and Radiation bonuses, but also adds in support skills like Pencils Down and Momentum.
You’re primarily investing in buffs to your combat, while focusing mostly on Elemental Damage, Radiation, and Irradiation here.
Best Capstone
The best Capstone is undeniably Demon Core. After all, if we’re going for a Radiation build, you’ll want the ability to shoot literal Radiation Darts at enemies.
Plus, whenever you Entangle an enemy, which you’ll do whenever you use an Action Skill, you’ll be able to automatically Irradiate them.
So, quite literally, this Capstone will help you melt through the toughest of bosses with ease. It’s highly advised you grab this when you can.
Weapon type
By now, it’ll come as no shock to you that Radiation weapons are your best friend for Harlowe.
While we can’t really advise on the best weapon itself since there are so many, we recommend picking up the weapon style that fits best with your playstyle and ensuring it deals Radiation damage.
This entire build is made to capitalize on that damage, so it must be part of your weapon.
How to play Harlowe
If you’re playing Harlowe solo, you’ll want to utilize your AoE skills as soon as you get into a tricky battle and prioritize your Entanglement ability as much as you possibly can.
Skills like Confirmative Reality are great for activating first. Once you’ve entangled, just open fire, and your skills will begin activating quicker than a machine gun. All of them are designed to work in consequence to one another, so you’ll be irradiating enemies and exploding them with Dirty Bomb. Just stay relatively far back, entangle, open fire, and let the skills do the work for you.
When it comes to co-op, the method is much the same. Utilize your AoE from your Action Skill, buff allies, and stay back. Your Entanglement will work wonders, keeping droves of enemies in one place while you and your friends open fire. Then, as it was with the solo design, your skills will fire off without much worry.
Essentially, Harlowe is the crowd control character of Borderlands 4. She thrives in larger groups, is great at putting all enemies together, and thrives when you utilize Radiation. Capitalize on all this, and you’ll have no trouble from beginning to end.
